With hd rabbit eyes, I can get WNED-HD 17-1, WNED-SD 17-2, WNED-TH 17-3,
My question is what does the TH stand for.

We had a good run: 2006 to 2020. Thanks for the informations and debates.
Note that Wikipedia is outdated. Approx last year WNED stopped ThinkBright and replaced it with World (mostly docs/some news)
-TH isn't defined anywhere I can find, but suffixes are to denote what the station is used for (eg, -DT = Digital Television, -TV = Analog Telvisison, -LD = Low Power Analog TV, etc etc). My best guess is "T" is to denone that the channel is a translator or repeter of another station, I don't think WNED itself programmes the channel, but relies on a feed from PBS HQ.
